New Teaching staff members attended the board meeting to introduce themselves. New teachers include:

Madisyn Jakub - 5th Grade Brainard

Superintendent Eldridge shared with the school board the proposed 2025-2026 Budget & Tax Asking:

East Butler Projected Land Valuations (County Assessor has until August 20th to certify)

Butler - $741,751,912 (+21.02%)

Saunders - $450,071,220 (+12.25%)

Seward - $110,974,246 (+13.30%)

TOTAL - $1,302,797,378 (+17.18%)

BASEBALL DISCUSSION

Superintendent Eldridge, High School Principal Cidlik, and Athletic Director Jahde shared with the school board information regarding student survey data, cost of a baseball program, cost comparison among our activities, Title IX rules, and Nebraska School Activities Association (NSAA) expectations..

The school board listened to feedback from those in attendance. No decision was made on this agenda item.

ACTION ITEMS

CONTRACT WITH BCDM ARCHITECT

Casey Painter with BCDM architect was present at the meeting to discuss the contract for their services. This contract allows the district to develop the scope of a future building project. BCDM is the firm that also conducted the recent facility assessment.

The school board moved to approve the contract with BCDM Architecture.

Open Meetings Act - What you Should Know..

What is the Nebraska Open Meetings Act?

  • The Nebraska Open Meetings Act (OMA), codified in Neb. Rev. Stat. §§ 84-1407 through 84-1414, is state law that ensures public bodies conduct their meetings in open, transparent ways.

  • Its core principle: “formation of public policy is public business and may not be conducted in secret.”

Rights of the Public...

  • Members of the public have the right to attend meetings.

  • Reasonable rules may be adopted by the public body to manage conduct at meetings (e.g. speaking time, order of speakers), but a public body cannot prevent all public participation.

When are Closed Sessions Allowed?

  • A public body may hold a closed session if a majority votes to do so in open session. The reason must fall under permitted categories, such as:

    • strategy sessions (e.g. Budgeting, collective bargaining, real estate, or litigation);

    • discussion of performance of individuals (if needed to prevent needless injury to reputation and the person has not requested a public meeting);

    • security or law enforcement investigations, etc.

  • The motion to close must state the reason in the record; the vote and timing must be recorded in the minutes.

  • No formal action may be taken in closed session except as allowed by the law. Formal action must occur in open session.

The East Butler Public School's Board of Education meets on the second Wednesday of every month in the library at the Brainard school building. Each meeting starts at 6:30 pm.
